The Goethe-Institut Ukraine one year after the start of the Russian war of aggression

On the occasion of tomorrow’s anniversary of the Russian attack on all of Ukraine, Goethe-Institut President Carola Lentz said: “The resilience of the Ukrainian cultural and educational scene is impressive. Many of our staff have also returned to Kyiv in the meantime. The Goethe-Institut Ukraine offers cultural events under the most adverse conditions and also provides substantial and sustainable support in the field of education. In Germany, attention to Ukraine seems to be slowly waning one year after the devastating war began. But Ukrainians continue to need our full solidarity.”

24 February 2022 and Russia’s attack on Ukraine in violation of international law mark a turning point in international cooperation. To mark the first anniversary, the Goethe-Institut and Ströer are expanding the exhibition by the Ukrainian artists’ collective Gareleya Neotodryosh, which was shown on around 720 digital media screens at bus and train stops in 17 German cities last year. The aim is to give visibility and attention to young artists from the Donbas who are in a precarious situation due to the war. From March onwards, more works will be added to the existing ones. Gareleya Neotodryosh – translated as “A gallery that cannot be torn down” – was founded in 2020 by the artist Vitaliy Matukhno and was created in protest against the lack of exhibition space for young artists outside the established art scene in Luhansk. www.goethe.de/gn

Around 120 staff and honorary teachers work at the Goethe-Institut Ukraine. Most of them had to leave Kyiv under dramatic circumstances in the first days of the war. In the meantime, more than half of them have returned. The rest of the team is mainly in Germany, but also scattered in eleven other countries. The entire team continues to work digitally under the most difficult conditions in Ukraine. Since the summer, cultural events have again been taking place in Ukraine, and the Goethe-Institut is also supporting German teachers and schools on-site and digitally throughout the country.

One focus is on supporting the state education platform “All-Ukrainian Online School”. The platform, which was launched by the Ukrainian education authorities during the pandemic, has been rapidly expanded since 2022 to ensure high-quality digital teaching throughout the country. This is because Ukraine’s education landscape is in acute need due to the war: over 4,000 of the more than 30,000 schools were severely damaged by attacks, and over 420 were completely destroyed. Since Ukraine is one of the countries where the most German is learned worldwide, the Goethe-Institut has been working particularly intensively with the country’s education authorities for years. The common goal is to maintain educational opportunities even during war. The contents of the platform are available free of charge to all interested parties worldwide.

Facts, figures, data: The Special Programmes on Ukraine 2022

In order to mitigate the consequences of the Russian war of aggression on the cultural and educational sector in Ukraine in particular, the Goethe-Institut implemented a comprehensive package of measures with special funds from the supplementary budget for Ukraine in 2022. The Federal Foreign Office made 11.7 million euros available for this in the 2022 financial year. As early as spring 2022, the Goethe-Institut and the Federal Cultural Foundation jointly and equally provided emergency grants for cultural workers from Ukraine. Around 540 cultural workers from Ukraine were supported by the scholarships, and more than 1,750 people applied. Together with the international NGO Artists at Risk, the Goethe-Institut arranged residencies, scholarships or work stays at cultural institutions from Germany for refugee cultural workers from Ukraine through its matching portal. If they had no funds of their own, institutions could apply to the Goethe-Institut for financial support. 129 artists from Ukraine were thus placed in four European and 53 German cultural institutions by the end of 2022. With discounted language courses for Ukrainians, the Goethe-Institut reached a total of over 17,000 people. The greatest demand was for beginners’ courses. About half of the participants were in Ukraine and half in other countries, especially Germany. To support the arrival of children and young people who had fled Ukraine, the project “A Suitcase Full of Books” was launched together with the Ukrainian Book Institute and the German Library Association. More than 600 libraries in Germany have been provided with a total of around 20,000 books of Ukrainian children’s and youth literature, and interest in the Ukrainian book suitcases continues to be very high. To support cultural organisations in Ukraine and selected countries in Eastern Europe, the Goethe-Institut set up a new stabilisation fund of 2.5 million euros. Almost 400 institutions submitted projects and about 140 were funded. About half of them were in Ukraine, the other half in neighbouring countries in Eastern Europe and Central Asia. The Goethe-Institut in Exile Ukraine realised a multi-layered cultural and discourse programme in Berlin in October 2022: 45 events with over 100 Ukrainian artists reached 2,500 visitors.

The EU programme House of Europe, under the auspices of the Goethe-Institut, also provided rapid support, for example in rescuing Ukrainian cultural heritage from destruction by Russian troops.

About the Goethe-Institut in Ukraine

The Goethe-Institut has been represented in Ukraine since 1993 with a large institute in Kyiv, from which a country-wide network of three cultural societies, 15 language learning centres, 16 partner libraries or reading rooms, 17 PASCH schools supervised by the Goethe-Institut and currently 18 university cooperations are managed. Until the beginning of the war, about 6,000 people learned German annually and over 11,000 exams were taken at the Goethe-Institut in Kyiv.

Anlässlich des morgigen Jahrestags des russischen Angriffs auf die ganze Ukraine sagte die Präsidentin des Goethe-Instituts Carola Lentz: „Die Resilienz der ukrainischen Kultur- und Bildungsszene ist beeindruckend. Auch viele unserer Mitarbeiterinnen und Mitarbeiter sind inzwischen nach Kiew zurückgekehrt. Das Goethe-Institut Ukraine bietet unter widrigsten Bedingungen Kulturveranstaltungen und unterstützt auch im Bildungsbereich substantiell und nachhaltig. In Deutschland scheint die Aufmerksamkeit für die Ukraine ein Jahr nach Beginn des verheerenden Krieges langsam nachzulassen. Doch die Ukrainerinnen und Ukrainer brauchen weiterhin unsere volle Solidarität.”

Der 24. Februar 2022 und der völkerrechtswidrige Angriff Russlands auf die Ukraine markieren eine Zeitenwende in der internationalen Zusammenarbeit. Aus Anlass des ersten Jahrestags erweitern das Goethe-Institut und Ströer die Ausstellung vom ukrainischen Künstlerkollektiv Gareleya Neotodryosh, die im vergangenen Jahr in 17 deutschen Städten auf rund 720 digitalen Medien an Bus- und Bahnhaltestellen zu sehen war. So sollen jungen Künstler*innen aus dem Donbas, die sich aufgrund des Krieges in einer prekären Situation befinden, Sichtbarkeit und Aufmerksamkeit erhalten. Ab März werden die bisherigen Arbeiten um weitere ergänzt. Gareleya Neotodryosh – übersetzt „Eine Galerie, die nicht abgerissen werden kann” – wurde 2020 durch den Künstler Vitaliy Matukhno ins Leben gerufen und entstand aus Protest gegen einen Mangel an Ausstellungsraum für junge Künstler*innen abseits der etablierten Kunstszene in Luhansk. www.goethe.de/gn

Am Goethe-Institut Ukraine arbeiten rund 120 Mitarbeiter*innen und Honorarlehrkräfte. Die meisten von ihnen mussten Kiew in den ersten Tagen des Krieges unter dramatischen Umständen verlassen. Mittlerweile ist über die Hälfte wieder dort. Der Rest des Teams ist überwiegend in Deutschland, aber auch in elf weiteren Ländern verstreut. Das gesamte Team arbeitet mit digitalen Prozessen unter in der Ukraine schwierigsten Bedingungen weiter. Seit Sommer finden wieder Kulturveranstaltungen in der Ukraine statt, außerdem unterstützt das Goethe-Institut Deutschlehrkräfte und Schulen präsentisch und digital im ganzen Land.

Ein Fokus liegt auf der Unterstützung der staatlichen Bildungsplattform „Allukrainische Online-Schule“. Die Plattform, die von den ukrainischen Bildungsbehörden während der Pandemie gestartet wurde, wird seit 2022 zügig ausgebaut, um im ganzen Land den Unterricht qualitativ hochwertig digital zu sichern. Denn die Bildungslandschaft der Ukraine ist wegen des Kriegs in akuter Not: Über 4.000 der mehr als 30.000 Schulen wurden von den Angriffen stark beschädigt, über 420 komplett zerstört. Da die Ukraine zu den Ländern gehört, in denen weltweit am meisten Deutsch gelernt wird, arbeitet das Goethe-Institut seit Jahren besonders intensiv mit den Bildungsbehörden des Landes zusammen. Das gemeinsame Ziel ist es, Bildungschancen auch im Krieg aufrecht zu erhalten. Die Inhalte der Plattform stehen allen Interessierten weltweit kostenlos zur Verfügung.

Zahlen, Daten, Fakten: Die Sonderprogramme zur Ukraine 2022

Um die Folgen des russischen Angriffskrieges auf insbesondere den Kultur- und Bildungssektor in der Ukraine abzumildern, hatte das Goethe-Institut 2022 aus Sondermitteln des Ergänzungshaushalts Ukraine ein umfassendes Maßnahmenpaket realisiert. Hierfür wurden vom Auswärtigen Amt im Haushaltsjahr 2022 11,7 Millionen Euro zur Verfügung gestellt. Bereits ab Frühjahr 2022 haben das Goethe-Institut und die Kulturstiftung des Bundes gemeinsam und paritätisch Soforthilfestipendien für Kulturschaffende aus der Ukraine zur Verfügung gestellt. Rund 540 Kulturschaffende aus der Ukraine wurden durch die Stipendien gefördert, beworben hatten sich mehr als 1.750 Personen. Zusammen mit der internationalen NGO Artists at Risk hatte das Goethe-Institut durch sein Matching-Portal Residenzen, Stipendien oder Arbeitsaufenthalte an Kultureinrichtungen aus Deutschland an geflüchtete Kulturschaffende aus der Ukraine vermittelt. Standen keine eigenen Mittel zur Verfügung, konnten sich Institutionen beim Goethe-Institut um finanzielle bewerben. 129 Künstler*innen aus der Ukraine wurden so bis Ende 2022 in vier europäischen und 53 deutschen Kultureinrichtungen untergebracht. Mit rabattierten Sprachkursen für Ukrainer*innen erreichte das Goethe-Institut insgesamt über 17.000 Personen. Der größte Bedarf herrschte bei Anfängerkursen. Die Teilnehmer*innen hielten sich etwa zur Hälfte in der Ukraine und in anderen Ländern, insbesondere Deutschland, auf. Um das Ankommen für aus der Ukraine geflüchtete Kinder und Jugendliche zu unterstützen, wurde das Projekt „Ein Koffer voll mit Büchern“ gemeinsam mit dem Ukrainischen Buchinstitut und dem Deutschen Bibliotheksverband ins Leben gerufen. Über 600 Bibliotheken in Deutschland wurden mit insgesamt rund 20.000 Büchern ukrainischer Kinder- und Jugendliteratur ausgestattet, das Interesse an den ukrainischen Bücherkoffern ist weiterhin sehr groß. Um Kulturorganisationen in der Ukraine und ausgewählten Ländern Osteuropas zu unterstützen, setzte das Goethe-Institut einen neuen Stabilisierungsfonds in Höhe von 2,5 Millionen Euro auf. Es hatten knapp 400 Institutionen Projekte eingereicht, rund 140 konnten gefördert werden. Davon etwa die Hälfte in der Ukraine die andere Hälfte in Nachbarländern Osteuropas und Zentralasiens. Das Goethe-Institut im Exil Ukraine realisierte im Oktober 2022 in Berlin ein vielschichtiges Kultur- und Diskursprogramm: Durch 45 Veranstaltungen mit über 100 ukrainischen Künstler*innen wurden 2.500 Besucher*innen erreicht.

Auch das EU-Programm House of Europe, das unter Federführung des Goethe-Instituts steht, leistete schnell Unterstützung, etwa bei der Rettung von ukrainischem Kulturerbe vor der Zerstörung durch russische Truppen.

Über das Goethe-Institut in der Ukraine

In der Ukraine ist das Goethe-Institut seit 1993 mit einem großen Institut in Kiew vertreten, von dem aus ein landesweites Netzwerk von drei Kulturgesellschaften, 15 Sprachlernzentren, 16 Partnerbibliotheken oder Lesesälen, 17 vom Goethe-Institut betreuten PASCH-Schulen und aktuell 18 Hochschulkooperationen gesteuert wird. Am Goethe-Institut in Kiew lernten bis zum Beginn des Krieges jährlich etwa 6.000 Menschen Deutsch und wurden über 11.000 Prüfungen absolviert.
